This Office always provides the best medicines with the highest quality and most appropriate prices at the right time and in the most logical way aiming at improving the quality and quantity of drug services to the people over the province. It is also responsible for issuing permits for pharmacies including the establishment, technical assistant and authority certification, as well as handling the complaints, clearance and importing pharmaceutical raw materials in addition to the supervision of pharmacies and pharmaceutical companies in the province.

Moreover, this office provides the necessary services to the clients of the province in relation to the discussion of narcotics and alcohol. The training and research unit collects prescriptions from doctors through pharmacies and processes them concerning monitoring prescriptions and rational use of medications, and gives information to the citizens regarding drugs and toxins by answering telephone number +982833686401 and text messaging system +981490 in addition to training by holding workshops and seminars, as well as providing information by holding rituals at the provincial level, texting and arranging articles in local newspapers to the citizens.

Providing and distribution of narcotics for the needs of drug treatment centers, hospitals, clinics, patients with cancer or other refractory diseases

Monitoring the use of narcotics in mentioned centers

Destroying pouches, blister packs and empty bottles of returned opiate drugs

Issuing alcohol transfer

Monitoring transformation of alcohol in production units that use alcohol

Duties

  • Issuing licenses for establishing and operating pharmacies in the field of University supervision and conducting periodic visits from these centers to control and ensure the sale of drugs, baby formula, dietary supplements, baby food, consumable medical devices and authorized cosmetic products (licensed or having import licenses by the Ministry) in pharmacies as well as periodic inspection and evaluation of these units
  • Improving the distribution of drugs across the province by monitoring the performance of distribution companies in order to provide drugs and have easy and timely access to medications for patients
  • Reducing and eliminating the phenomenon of smuggling and distribution outside the official pharmaceutical network in the province with the cooperation of the public and other organs
  • Establishing and supplying drug quotas, baby formula, and alcohol for all pharmacies (private, public, and 24-hour ones) through official distribution companies, policy-making and supervision on specific, rare, under control and sensitive drugs, and reflecting shortcomings to the Ministry
  • Direct supply and delivery of narcotic drugs to patients with refractory diseases and cancer, as well as the allocation of quotas and the direct supply of narcotic drugs to licensed drug abuse treatment centers and supervision on the correct use of these items
  • Educating and informing people in order to raise awareness about drug use, complications of excessive and illogical misuse of drugs, the use of illicit and counterfeiting drugs and providing the necessary warnings
  • Handling public complaints and the referral of violations to competent authorities

1- Office for Supervision of Pharmacy Affairs and Drug Distribution Companies

Duties:

  • Handling and responding to complaints
  • Monitoring the performance and evaluation of pharmacies in hospitals
  • Considering the financial status of pharmacies in hospitals
  • Supervising and inspecting pharmacies and following up all affairs related to post-inspection activities (correspondence, referral to law enforcement agencies, etc.)
  • Supervision and inspection of pharmaceutical companies
  • Supervision and inspection of the companies producing bulk of pharmaceutical and herbal drugs
  • Sampling drugs of drug manufacturing companies
  • Declaring the price of pharmaceutical items to the organizations and centers of interest and pursuing the relevant issues of the deductions of hospitals in the field of price changes
  • Performing the affairs of the pharmaceutical advisory committee of the Province
  • Following up the affairs related to recalling drug items
  • Supervision of:
    1. Distribution of drugs by drug manufacturing companies through a review of the monthly distribution list with companies
    2. Quotas in case of necessity
    3. Monitoring the distribution of certain medications (tramadol, PG, pseudoephedrine, antihistamine, etc.)
  • Monitoring the performance of health networks
  • Following up and monitoring affairs related to rural insurance
  • Smuggling Affairs:
    1. Handling and following up smuggled and counterfeit drugs and making complaints against offenders
    2. Monitoring unauthorized drug distribution centers
    3. Following up the affairs of headquarters for the fight against smuggling
  • Pharmacy evaluation
  • Pharmaceutical services (pursuing drug deficiencies)
  • Notify pharmacies
  • Providing, distributing, collecting and disposing coupons of baby formula in the province and monitoring the distribution of baby formula
  • Planning and monitoring the distribution of drugs for specific patients:
    1. Issuing a letter of introduction for specific patients
    2. Following up the quota of specialty drugs of the Province (MS, hemophilia, etc.)

2- Unit for Specialty Drugs, Narcotics and Alcohol

Duties:

  • Preparation and provision of narcotic drugs required for the Province due to usage statistics of the Ministry of Health based on the three-month intervals
  • Registering offices and warehouses, and providing space and proper storage conditions for maintaining drugs
  • Delivery of drugs to covered treatment units based on predetermined stocks
  • Delivery of drugs to new units based on the presentation of necessary legal documents and after considering the place, the type and extent of the work of the center based on stokes
  • Examination of the copies of the sealed offices and the covered treatment departments for testing the drug
  • Decreasing or increasing the number and types of stock narcotic drugs of treatment centers based on process of drug consumption at that center
  • Inspection of treatment units and monitoring how narcotic drugs are preserving and distributing and controlling inventory and consumption based on existing checklist
  • Reviewing the records of the outpatients requesting the medication to the medical commission when it is necessary to make a recommendation to a higher authority than the doctor in order to confirm the delivery of the medication
  • Receiving the packs of ampoules consumed by the treatment units and outpatient clinics, which are being listed and stored after examining and matching with the received cases until disposal
  • Disposal of ampoules in the presence of relevant authorities and scheduling of the meeting
  • Visiting patients at homes, checking how the drug is consumed, reporting the process of using drugs, and reporting based on the existed checklist
  • Obtaining a form of commitment from the patient or his companion due to the necessity of the repatriation of the medication if not used for any reason
  • Supervision of sealing and breaking the seal, and denaturing ethyl alcohol in industrial manufacturing and consumption units
  • Following up and reflecting directives and guidelines related to ethyl alcohol announced from the Office of Drug Affairs to covered and relevant units
  • Checking documents and forming files for applicants for establishing offices for alcohol sales and announcing the results to the alcohol manufacturing for determining the penalty
  • Sending performance statistics and three-month intervals to the General Department of Drug Affairs

3- Unit for Drug and Toxin Information, and Alternative Dispute Resolution (ADR)

The Drug, Toxin and Food Information Center of Qazvin Vice-Chancellor’s Office for Food and Drug Affairs answers your questions regarding information related to drug, poisoning, food, cosmetics and food supplements 24 hours a day with the telephone number 1490 (by direct answering at administrative hours and via the reporting system at non-administrative hours).

Duties of Center for Registry and Checking Adverse Drug Reaction (ADR)

Collecting and recording adverse drug reaction reports and sending them to the Registry and Checking Center for Adverse Drug Reaction of Vice-Chancellor’s Office for Food and Drug Affairs of the Ministry of Health

4- Unit for Legal Commission and Issuing Licenses

Duties:

  • Issuance, renewal and revocation of permits and licenses of establishment and technical authority of pharmacies (public, private, hospital) and case licenses
  • Converting the type of pharmacy activity
  • Transferring the pharmacy location
  • Issuance, renewal and revocation of permits and licenses to distributing drugs of pharmaceutical companies in the Province
  • Consideration the affairs relating to referral cases to the Commission Article 20
